Builder Trouble... (Sid Meier's Civilization 6)

When choosing a builder, the game freezes for 15-30 seconds, there is no such garbage with other units, well, except for military engineers, they also start to freeze when I choose them. Again, except for the Builder and Engineer, other units do not lag. There are no problems with the FPS, the game is stable, but the builders interfere with spoiling the buzz from the game when you wait 40 seconds. Builders are dependent on the size of the Empire.
