Why do different programs have different RAM frequencies?

So I ran into a problem that has been bothering me for thousands of years. Different programs show different frequency of RAM.
Cpu z (shows 1330)


AIDA (shows 3200)


Console (shows 3200)


Task Manager


Question: Why is this happening and what is the actual unfortunate frequency?

Well, in the task manager and in cpu z it shows ~ the same frequency (cpu z shows the effective frequency, i.e. divided by 2), in Aida it probably shows the maximum stock frequency, but the motherboard and CPU support a maximum of 2667
