Input lag

Recently I came across a post on this site in which many people were arguing about whether fps affects input lag or not, now I want to ask:
Why, when in cs go, I set a limit of 60 fps on my 60Hz monitor, input the lag was felt so strongly, and it was impossible to play than at 144-200+ fps, or even when I didn’t set the limit, there were just drawdowns, and the input lag was still felt, what’s the matter? Please explain how to remove this input lag at 60 fps?

Then 30 fps is fine to play.
