How to open this hatch? (Elden Ring)

I found an interesting hatch in the capital, but I have no idea how to get here. Maybe there is some kind of lever or other way here? Outside, if you look, then there is just a descent, and if you look already from the sewer, you can see that there is something there.

To open, yes, according to the plot it will open, but you can get into that dungeon earlier, through a well under the wing of a petrified dragon.
