Foreign trade and other (Tropico 6)

Hello everyone, I'm a beginner player, never played tropico, and decided to start with part 6. Please tell me about foreign trade: I have signed a contract for sugar. I have 3 sugar plantations, and none of them carry sugar under contract. I put the rum factory on pause, and anyway, the sugar disappears from the plantations somewhere by itself. And the contract is not replenished. Although the volume of sugar went somewhere large. Prior to this, rum sold normally.

And another question, comrades: I have just started the campaign mode, but what are the sandbox, festival and Caribbean skies modes? Is there a mode where you just start from scratch and without this fucking month counter ???

And how can a soldier be forced to move to another tower? If there's no one around
