Multiplayer and festival events unavailable (Forza Horizon 4)

Game license. Ultimate Edition, bought from MS store. Installed on PC (Gamepass for networking is not required).
The festival is not available in the game. Online mode not available. The question is, does everyone?
I also have Forza Horizon 5 on xbox, but everything works there, except for playing online (you can’t buy a game pass).
But it is precisely the 4th part that does not want to work. I can only leave the garage and ride around the world. Seasonal events are not available.
What could be the problem? Has Microsoft closed shop only on Windows?
