The army does not attack (Tropico 6)

I can not understand when I attack my army does not appear, written by a peace Treaty,although not a Treaty of peace with those who attack did .the decrees were not published but the army and the building does not protect

Check the Constitution, section Armed forces. There are bound to be Peaceful state", because the army and not functioning.

The axis will destroy you anyway. There's even this flashing in the screensavers - like, you can't stand it if the superpower lands on the island of paratroopers. Therefore, use diplomacy more actively and do not bring to conflicts. And the constitution can be changed every few years (it says how much more before the possibility of change remains).
