Waiting for minions (Evil Genius 2)

Hello! Today I encountered such a problem - I will send minions to fraud or the construction of a new criminal network, but for some reason they simply do not fly out of the base. They write only "Waiting for servants" - that's all. Anyone suggest what to do?
