Radial Menu Editor (World of Tanks)

Hello tankers!
I would like to work with the Radial Menu Editor program, but I canâ€™t find a WORKING, RUSIFIED (there is one), the latest version for WoT 0.9.8.1 .... Maybe someone will share a link or post it here. the latter seems to be v2.4. And preferably with instructions.

That's it. I also found a site where 2.4, Russian but for 0.9.7 ..
Well, maybe not the latest version, but for 0.9.8.1 and Russian is where?
