Definitely not a GTX960 stump. If you choose specifically from these two, then 280X.
All in all, I don't recommend either one. It’s better to scrape together 17-18k no matter how and take the R9 290 (at least a reference) and not regret later that you sold cheap. The difference in price between 280X and 290 pays off with a difference in performance, because 290 is a head more powerful, but you also need a non-acid PSU.
So if you can afford to overestimate the budget, then take 290, you will not regret it. If you can not afford it, then take the 280X.
