Tell me how to get through the pipes with steam (Batman: Arkham Knight)

Tell me how to clog pipes with steam. In the last part there were ice grenades, now they are not. In inventory, one slot is empty. So there must be some kind of device. They didn’t give anything on the plot, although I went through the main plot, only the Riddler remained. Tell me what to do with it.
