Weird. I seem to have had this recipe almost from the very beginning, and I don’t even remember where I found it.

The white gull seems to be in alchemy by default, and the alchogol for crafting it can be bought from a merchant on the square in Novigrad (where the sorceress and doppler were burned) at a very "attractive" price :)
