you approach the bulletin board (yellow ones on the map) and question marks appear
And I will summarize. 1. Read bulletin boards in cities and towns. 2. Go to the settings and see if they are enabled as in the screenshot above. 3. Type in the console command as in the post above.

you need to click sideways to the position "research" or "everything".
By the way, this problem is again relevant with the update 4.0 "nextgen".

Try opening the map > world map > palace of vizima > world map > white orchard. I have to do this everytime I want to see PoIs tho :(
