Frieze with good hardware (Tom Clancy's Rainbow Six: Siege)

This is the only game that I have frieze. AMD Ryzen 1600X, 16 GB of RAM 2666мгц, the AMD R9 290. The problem started suddenly and strangely. On driver version 19.3.3 all went well, but then there were the friezes. On all cards. Freezes randomly. Counter fps frames fell from 75 to 38 fps (with the proviso that I play with the vertical sync) during frieze. Everyone stood on high, the VRAM limit is not exceeded. What's the problem? About the drivers not to speak, because I was updated to version 19.4.1, and the problem has not disappeared.
