Video card not loading (Total War: Attila)

Hello, I have a very annoying problem. The video card is not loaded more than 40% and produces up to 30 frames in batches. If you look at the fight from a distance, then the FPS is about 80. The gtx 1660 super video card, the Ryzen 7 2700x processor, 16GB of RAM. I tried everything in the settings and set it to the very minimum, nothing helps. Help please who is not difficult.
