Experience in Windows 8.1.

#1. Open the game directory (for steam version it is \Steam\steamapps\common\Red Faction Armageddon)
There click on Properties file RedFactionArmageddon_DX11.exe and in the tab Compatibility on Windows 7. (just in case also can be done with the other executables)

#2. Rename the My documents folder in > Documents.
(C:\Users\ИМЯ_ПОЛЬЗОВАТЕЛЯ\Мои documents)

Then don't forget to restart the computer. Then should help.
