On a PC, the console must first be enabled in order to use it.
Press the F3 key, then the F8 key, and uncheck "Disable Console" in the top left corner.
After turning on the console, first clear the windows, and then while the game is in full screen mode, just press the Enter or ~ key to open the input field. The field will not appear if the game is windowed.
To send a command, enter the desired command in the input field and press the enter key. Use the up key on your keyboard to scroll through previously entered commands.
