Hard friezes in Novigrad (The Witcher 3: Wild Hunt)

From time to time, the game freezes for a couple of seconds, and outside of big cities this does not happen so often, and therefore does not really bother. But here in Novigrad, it freezes annoyingly often. How to treat these friezes?
Firewood is fresh. Lowering the settings doesn't help much. RAM 8 GB.

as a solution, you can completely turn off the grass, then return it back
, they say that the processor in Novigrad is heavily loaded from this and friezes, but even on the i7-4770K it manages to drop

There are a lot of people in Novigrad, set the population to a minimum, and turn off Nvidia Hairworks if it is on. Or you can download a mod that raises FPS, maybe it will save you from friezes
