Change the minimum level for a quest (The Elder Scrolls 4: Oblivion)

Please tell me how to change the minimum required level for the task in the TES Construction Set. For example, Azura's quest requires at least the second level, which needs to be changed so that it can be completed on the first.

select 3rd person view, press console, click once on your Persian and type setlevel 2 in the console, press enter

I can easily level up even without a console, I just need to edit the quest.
