This happens on pirates or if you install an earlier version of the game, and then upgrade to an extended one.
There is only one solution - reinstalling the game (saves can be saved separately before demolition).
If it’s a pirate, then find an option that has already been updated to the latest version, and if it’s a litter, just rearrange it and update it again to the limit.
By the way, after uninstalling, examine the folder where the game was located, in order to just destroy broken files and other system garbage that the installer may misperceive.
