Open world after the ending? (The Witcher 3: Wild Hunt)

after the endings, they give you a run to complete quests. But as it is written "The world will no longer be changed by decision making."

I completed all the quests before the last battle. then, after the ending, I collected all the question marks on the skeleton (there are only chests) and still writes that the game will pass by 71% where the rest of the quests to look for, hell knows.
