Signs do not work, does not attack in battle (The Witcher 3: Wild Hunt)

There was a problem in the quest "cases of national importance" until the murder of Radovid, signs are not used, and after the battle with Dijkstra it does not attack at all, after the quest too.

Same thing, after the quest with Radovid I can't use signs. It says "it's not possible to do this now", how can I fix it?

I'll save you now... Take a demedrite bomb [or whatever it is]...throw it at the wall - what would it hurt you....=and the signs will fill up.
