What is the best computer for gaming? To keep 40-50fps stable. (The Witcher 3: Wild Hunt)

With my Intel Core i3 - 3245, AMD Radeon HD 7700 series video card (I forgot the model =( ) and 4 GB of DDR 3 RAM, it’s not very comfortable to play even at settings close to the minimum, jamming, twitching, the camera barely turns, grass It loads on the go, well, just somehow not comme il faut.I decided to assemble a system unit.Or is it possible to replace something with me to make it comfortable to play?

depending on what settings I intend to play, for example, on ultra, with anti-aliasing and hair, even my bucket (see profile) manages to sag in some villages up to 40fps. Well, if on medium-high, i5, 8GB ddr3, gtx680 2GB should be enough.

And you manually set the lock fps to 50 instead of 60 in the config. There is practically no difference, but the game will go much smoother.
