Runes and properties of swords (The Witcher 3: Wild Hunt)

Interested in 2 questions. When you put on a sword, let's say two freeze runes of 2% each, do they add up? And do the property that is on the sword and the same property of the rune sum up? And secondly, if, for example, a steel sword has the Yrden power property of 10%, does this enhancement work all the time or only when this sword is unsheathed?
