Textures (Euro Truck Simulator 2)

in the UK in a couple of places (today) I came across this disgrace.
from maps-Promods 1.9.1 and RusMap 1.4.9.
I don't have mods for graphics or weather.
of the mods, except for the Jazzycat packs, it costs nothing.
Steam license game with all DLC, company data in profile.
nothing like this was observed either in Europe or in Russia with Belarus.
what kind of crap is this?
