All set witcher armor and weapons can be forged at any blacksmith in Novigrad up to Level 3 (excellent). The master (fourth) level of armor is forged in Vronitsy after the quest for the master armorer, and the weapons at Hattori in Novigrad after the quest for the master gunsmith

Show me at least one "any" blacksmith in Novigrad who can forge weapons, except for Hattori!?

for sure, if you look at the map, below the money changer through the house there is a blacksmith (gunsmith) with the rank of apprentice
