There are such places with unreachable loot, and not only in this quest. Apparently, instead of decorations, the developers hastily shoved ordinary boxes / bags / chests with random junk, so they are highlighted in "flair". For example, in the quest with Buttercup, Geralt visits a warehouse in the port. So there is an upper tier (well, the shelves are large) on which the chests glow, but there is no way to climb.
