Strength sign without clothes? (The Witcher 3: Wild Hunt)

Actually, how much is the power of signs without clothes?
I completely undress Geralt, remove mutagens and in general everything that adds to the stats and still I have a sign strength of 13%
, is this how it should be or is it a bug?
