Map editor (FlatOut)
On 7 February on the website http://flatoutjoint.com was posted a track editor which allows you to :To change the starting point
To change the way the AI
To change the checkpoints
To move objects on the map

The editor is preferably run in English version Windows
because when you run with other versions gives an error, this problem is solved by setting in control panel\regional and language standards English settings (haven't checked in the evening I will unsubscribe about results), this issue will be fixed in version 1.1 which should soon spread.

That's what needs to change
Control panel--->Language and regional standards
the first parameter Russian to English(US).
After that the editor works without problems.
PS If the editor does not start or fails please check whether you have installed Microsoft .NET version at least 1.1, and also whether the unpacked game resources (for unzipping you need a program bfsunpack).
