Can the adversary use the hyperrelay network? (Stellaris)

In the new patch and DLC, Owerlord added a small mega-structure called hyperrelays, it allows you to move from system to system without having to fly to the edge of the system each time in the direction of the desired system. My question is, can another enemy empire that is at war with mine use my hyper-relay network, or is it just the privilege of my empire?
