Whiterun capture bug (The Elder Scrolls 5: Skyrim)

began to pass the quests of the brothers of the storm, went to capture Whiterun. But after the capitalization of the jarl (I forgot his name), it’s not Ulfric who doesn’t speak to me, it’s not Whiterun that doesn’t appear on the map, and the jarl hasn’t changed in it either.
