I did this quest before skellige. It was also 4/5. I played with a couple of merchants and innkeepers for small cards, I didnâ€™t even change the deck, and suddenly - 5/5. So apparently just a certain number of cards are spelled out, you donâ€™t need to beat anyone on purpose.
