i play pirated garris mod and when i recently downloaded mods it was in bin format and i searched all over the internet but didn't find any type of unpacker for bin4 Comments

An unpacker is not required.
Usually (in 99% of cases) to install any mod for games, it is required (if there is no built-in by the developers directly in the game) ModManager (this is not a specific name of the software, but its general essence). On the resources where the mods themselves are downloaded from, it is almost always indicated what kind of ModManager is required for a particular game (or mod), and often they offer it there and download it, or, at least, give a link where it can be found.
In general, carefully go through the resources where you downloaded mods from. There is usually such a feature as "How to install a mod."
