I had a similar story with many games after reinstalling Win.7 x64. Some games, after installing the saves, earned, others, including NFS Underground 2, did not start and gave an error 0xc000007b (I tried everything), I deleted it (I was reluctant to fiddle), but Far Cry 4 (with a bunch of mods) decided to launch in whatever it is. I did a bunch of experiments with Net Framework, Vredist, .dll, on different systems (I have 5 independent systems on my computer), and on a system with Win.7 x64 installed back in 2012, the game started right away. I found out that the game file FC64.dll is programmed to install Windows no later than 2014 (this is such a protection of the trial version, they used it before). I wanted to install it on another Win.7 x64 system with the setting in the BIOS for 2012, but I made it easier: copied the entire system along with the games from the system with Far Cry 4 to another (new) system, and the game also worked on it. Here is a story that took half a month.

I think that the latest distributions are already sharpened for Win.10, and the old distributions require Win.7 x64 with an installation date of 2012-2014.
