Throw it away, that's the only problem. FPS is your processor. I drove, fps 85 frames at a resolution of 2.5k with an emphasis on the map. Everything flies.

are completely different games. It's high time, even at the minimum of 14 frames. If nothing has changed, then the primary task is the processor core. Yours is catastrophically weak, and rdr2 - the engine is better to see. There and load distribution is better. Xeons are not game processors. These are Dead cores for a server with hyperthreading (this is not a game technology, but a server one).
