Looking for a mod! (Transport Fever 2)

Steam version of the game.
If anyone knows if there is a mod like manager tools from Skylines for TF2?
It's very annoying that in a game designed to interact with vehicles, there is no way to customize the roads! Select the occupied lanes for vehicles, choose the direction of movement along the lanes, etc.
In the game, without such a mod - very, not even so - MAXIMUM the dumbest AI for cars. No matter how many lanes there are on the track, AI is not able to overtake, it rebuilds 50 meters before the traffic light, and there is some kind of bacchanalia going on on the ring. That is why I am looking for a similar mod, so that I can manually debug the movement of vehicles.
