Lag from start regardless of graphics settings (Fallout 4)
Fallach does not give out above 45 fps from the very beginning of the game and this does not depend on the graphics settings
. These are ultra settings, at the minimum the result is the same. RTX 3050 TI graphics card, I5-10300H processor and 16GB RAM. I recently reinstalled the drivers, I didn’t find any viruses or miners, I didn’t roll mods for the game. In other games, this horror does not happen, help

16 gigs how do they cost? One or two planks? How about in other games?
Google the addon and play around with the core limit. You can also use third party software to limit FPS - nvidia panel.
