There is also https://steamworkshopdownloader.io/ they also disabled downloading, but there is an instruction on how to do everything yourself + the site helps to generate a download command. Not as convenient as before, but quite usable.
On the site you insert a link to the mod, From the bottom to "Question: do you know what SteamCMD is and are you logged into it?" answer NO and look at the instructions
