because it only works when moving and at normal fps everything looks fine, but when the fps is below 30 frames, yes, it just looks terrible and then you should turn it off :)

in general xs what happened, I installed patch 15.5 from amd, turned everything to ultra and everything became normal, with a stable 50fps blur.
