Teammates stopped regenerating health (Fallout: New Vegas)

I play in hardcore mode, because the health of teammates is important.
At some point, the teammates stopped replenishing their health after the battle. Sleep, fast travel do not affect.

Hardcore and passive partner regen are not quite compatible things.
Also, by the time you arrive at the strip, you shouldn't have any problems with caps (ammo, yes, because there are too many of them).
