there is a temple in balmora, it has an obelisk that restores the characteristic.
or it could be a bug. I may have come across something similar if the power is 0

The idea is that the potion should work. If the disease icon does not appear, there seems to be no point in treating it. If there was, maybe it's a pestilence, not a "normal" one.
