If you are using a flash drive, try to remove it from the device and run it after installation, or check the startup priority.

Did not write what you are trying to do, as I understand it, reinstall Windows, format the USB flash drive in FAT32, the standard cluster size.

Or trying to burn Windows to a flash drive? If yes, then such questions should be written in a search engine, how to burn Windows on a USB flash drive or how to install Windows from a USB flash drive.
