How to make completely Russian language in the game? (Hotline Miami 2: Wrong Number)

Hello everyone, in my Steam version of the game, only dialogues are translated into Russian, and everything else is in English. But I saw gameplays on YouTube, where everything was translated, but for some reason I did not find videos on how to make the Russian language, there were videos only for the first part.
