Help me find a game

Can't find the game. Approximately 2000-2005, isometric graphics. From the plot, I only remember the beginning, how I had to go to some settlement, where to get something like a passport (from the local Mayor). And in the same settlement at the exit from the location, it was possible to recruit various characters into your squad (it seems like a maximum of 5 people, but more likely that 4). The game is somewhat similar to Atom RPG
