Recruitment (Expeditions: Rome)

Such a misunderstanding popped up. I am in Asia Minor, I improved the recruiting point from the Barracks to the Garrison. The description of the Garrison says that recruits of level 7-12 will be available. However, the rod is still level 6 salabons. Does anyone know what's the problem?

No, nothing. I just checked - I put a Praetorian without the Recruiter skill in the Garrison and the result is still the same. Level 6 .... be it wrong.
