Can't switch control to player 2 (Cuphead)

Hello, I have a problem in cuphead, namely, I can’t set up joystick / keyboard control for the second player, it’s as if I can’t switch to it. (And for some reason, the horizontal and vertical inversion is reset for me when you press any button on the joystick)

1. I don’t use x360ce and similar programs because the game sees my joystick well without it.

2. I currently have a pirate and not a license.
