The problem was solved by a complete reinstallation of GTA and video card drivers.
The problem returned after a system reboot. Reinstalling the driver and the GTA itself did not give anything.
The solution was to change the Dpi settings in the compatibility section in the properties of the .exe file from application scaling to system scaling.
