The video card consumes 50-60 watts when playing everything, what should I do? (Grand Theft Auto 5)

I ran into such a problem that in GTA (and in all other games) the video card consumes only 50 watts because of this, I have low performance, the video card load jumps from 0% to 100%.
In the truck brand, it consumes 120 watts.
PC configuration: Radeon RX 570 4 gb, xeon e5-2670, 16 gb ram and 500 watt PSU
