Problems with the season pass

I bought Watch Dogs Legion Resistanse Edition this year and recently bought a season pass for the American PSN account. The first part of Watch Dogs and all add-ons to it (except for Bad Blood because I don’t want to download it yet) loaded, but most importantly, the Legion Legion add-on does not load. Loads the file "Watch Dogs: Legion Bloodline" weighing 1.12 mb, "installation in progress", "waiting for installation" and that's it, it doesn't load further.
What is the problem? I lied money because the season pass for some reason does not work with this version of the game? Or because I bought a pass for an American account?
Does anyone know why I can't download an add-on that I paid $20 for?
