Stealth Kill

Can't do stealth kills. The F button does not appear and even without a prompt I press F but nothing happens. Throwing knives are equipped. I've tried it on all opponents. It's like this feature doesn't exist. I donâ€™t understand anything ... lvl 3 passed the water tower ...
